Debra Rinell, M.Ed.​

Owner & Founder of Childcare Management Solutions

Debra brings a lifetime of experience as an educator, provider, and advocate to her work with CMS. She saw how easily childcare leaders can become overwhelmed by daily demands and lose sight of their greater vision.

CMS was created to change that—offering solutions that free providers to lead with purpose, inspire their teams, and make a lasting impact on the future of childcare.

Lily Williams

Daycare Coach & Child Development Advocate

Lily Williams is a dedicated daycare coach and early childhood professional whose work is rooted in compassion, community, and equity. As a true caregiver at heart, Lily brings a rich blend of experience to families and childcare providers, drawing from her background as a Community Centered Doula, POC Maternal Health, Infant Health & Birth Equity Advocate, Notary Signing Agent, Certified Lead Abatement Professional, Lactation Counselor, and Early Childhood Educator & Tutor. 

She also holds both a Bachelor’s degree in Business and a Master’s degree in Business Administration, strengthening her ability to support childcare organizations with strategic planning, operations, and leadership development.

Lily’s mission is to support children, parents, and daycare teams in creating safe, nurturing, and developmentally enriching environments. Her advocacy focuses on empowering families—especially within communities of color—to access informed, culturally respectful, and equitable care from pregnancy through early childhood.

Known for her warm presence and practical guidance, Lily helps caregivers and childcare centers elevate their practices through education, resource-building, and a continuous-improvement mindset. 

She believes that growth is a lifelong journey and encourages those she works with to embrace learning at every stage.

Outside of her professional roles, Lily loves to cook and make things from scratch, finding joy in creativity and connection through food. Her passion for intentional living and holistic care shines through in everything she does, making her a trusted partner to the families and communities she serves.

Kimberly Rice

Early Childhood Professional & Industry Mentor

I am a mother of three beautiful and fully grown children and one adorable grandson. I have been married for 36 years to the same man, and together, we live with our family in Riverton, Utah, including three misbehaved but fun-loving dogs, two arrogant cats, and a hamster named “Devil Dog”. 

I have been in early childhood education for well over 30 years. My educational background includes a Bachelor’s degree in Business Management and a Master’s degree in Education, with a specialization in Early Childhood Education, both of which I earned from the University of Phoenix. 

My career has taken me through various positions, including teacher, assistant director, coach, licensor, program administrator, corporate trainer, and, most recently, an advocate for early childhood education and care. 

I love being on a computer, and in my spare time, I can be found conducting research of all kinds, designing fun graphics on Canva, and working on my genealogy. 

My passion for early childhood inspires me and gives me the momentum to help others in the childcare industry succeed. In a world where many still discount the importance of quality early childhood experiences, my goal is to ensure that children get the best of what we have to offer them.

THE STORY BEHIND CHILDCARE MANAGEMENT SOLUTIONS
A FOUNDER DEDICATED TO UPLIFTING HER COMMUNITY
CMS was founded with a passion for supporting childcare providers and a vision to transform the industry. At its heart is Debra Rinell, M.Ed., an educator, provider, and advocate with over 40 years of experience. Her journey began with a love for nurturing children’s growth, leading her from the classroom to roles as a leader, mentor, wife, mother, and grandmother—gaining firsthand insight into the joys and challenges of childcare.
THE PROBLEM SHE DISCOVERED
Through her work, Debra witnessed a troubling pattern: childcare providers, dedicated to serving others, often neglected their own well-being. This self-sacrifice led to burnout, exhaustion, and an increasing number of providers leaving the field altogether. The decline in available childcare programs, coupled with the struggles providers faced in balancing personal and professional demands, inspired Debra to take action.
THE SOLUTION SHE DISCOVERED
In response to these challenges, Debra founded Childcare Management Solutions (CMS) to address the unique needs of childcare providers. CMS provides practical tools, strategies, and resources to help providers stop surviving and start thriving in their roles. Her goal was to empower providers to take better care of themselves and their businesses, leading to healthier, more sustainable childcare programs.
